Analysis
Acxiom is one of the world’s largest data brokers. It is telling that the company names a European legal entity (Acxiom Europe Ltd, Dublin) but routes the handling of the request to the American structure — and it is precisely the American unreachability that becomes the ground for refusal.
This is a typical broker construction: a European presence for business, an American one for liability.
