Declared versus actual
What is described and what runs match. The banner offers three buttons on the first screen: manage, refuse all, accept all. The decision is recorded. The Google Analytics script loads but sends not a single request throughout the capture — it waits for consent. There are no advertising services.
The policy names the controller with its details and the right to lodge a complaint with the Andmekaitse Inspektsioon. The cookie declaration describes Google Analytics along with its cookie’s duration.
Two remarks that do not affect the conclusion:
- The Google Maps map on the homepage loads before any choice and passes the visitor’s IP address to Google. For a parking website, the map is a core function, but it should be named in the declaration.
- Two menu pages — “Taotle parkimisluba” and “Ärikliendile” — respond 404. This is not a data protection issue, but a visitor looking for how to apply for a permit hits a dead end.
Consent: what is proven and what is not
