Conclusion
firmenbuch.at has a good architecture: an Austrian CMP, Matomo instead of Google Analytics, all data staying in Austria. The one problem is that Matomo loads 240 ms before the banner is ready. Configuring blocking through the DataReporter integration would fix it.
