firmenbuch.at is the official portal of the Austrian companies register (Firmenbuch), operated by HF Data Datenverarbeitungsges.m.b.H (Schönbrunner Straße 231, 1120 Wien). HF Data acts as a sub-processor (Auftragsverarbeiter) under contract with the Bundesministerium für Justiz (BMJ) — the Ministry of Justice. DPO: Mag. Claudius Determann, datenschutz@compass.at. Sub-processor for the BMJ — a distinctive legal status

The policy states explicitly that HF Data acts as a sub-processor, and that all requests concerning the substance of the register’s activities are forwarded to the BMJ (Art. 28 GDPR). This is an atypical situation — a private company processing data on behalf of a state register. The DPO is an employee of Compass Group (HF Data’s parent company).

DataReporter — an Austrian CMP

webcache-eu.datareporter.eu — DataReporter, an Austrian GDPR CMP platform (DataReporter GmbH, Vienna). A European CDN (eu in the domain). Loads the banner CSS as the first request (+103 ms). Three requests per session: banner.css, banner.js, and configuration.

Matomo before the banner — a familiar problem

analytics.compass.at — Compass Group’s Matomo instance (Compass Group being HF Data’s parent company). Loads its container (container_YsrtKOZo.js) at +343 ms — before the DataReporter banner is ready. The first pageview is sent at +1413 ms, once the banner has fully loaded, but the JS container had already been initialized earlier.

The fix is identical to auftrag.at’s: Matomo must wait for consent from the DataReporter CMP. DataReporter supports Matomo integration via a Tag Manager.

All data stays in Austria

DataReporter — Vienna. Compass/analytics.compass.at — Vienna. Not a single American service. For a state companies register, this is the right architecture in terms of data recipients.

Conclusion

firmenbuch.at has a good architecture: an Austrian CMP, Matomo instead of Google Analytics, all data staying in Austria. The one problem is that Matomo loads 240 ms before the banner is ready. Configuring blocking through the DataReporter integration would fix it.
